YEAR 2005 Master Plan
DTFRD OBJECTIVES
In
November, 2004, the Chief Officers of the Deerfield Township Fire Rescue
Department solicited input from all members of the fire department in an
endeavor to shape our department in a positive way. An e-mail request for input
was sent to all members of the department requesting their thoughts on the
strengths and needs of the fire department. The chiefs then met with all DTFRD
members on three consecutive days to accommodate all three shifts.
The
following objectives represent a business plan which incorporates direction from
the Township Trustees and administrator, initiatives promulgated by the chiefs
and officers of the department, and the inputs received from all members during
the discussion sessions.
1. Conduct Master Planning for 2005.
A. Input requested from membership by November 30, 2004.
B. Three shift planning session by December 10, 2004.
C. Major components of a Master Plan by December 31, 2004.
D. Three shift employee update and plan review by June 30, 2005.
2.
Have chief officers involved in regional and national fire service initiatives.
Have
the fire chief attend the Fire Department Instructor’s Conference (FDIC) in
Indianapolis in April, 2005 and/or the National Fire Academy conference for FESHE
(Fire and Emergency Services Higher Education) in June, 2005.
Have
the deputy chief complete his Master’s Degree program and be recognized at a
public meeting by June 30, 2005.
Have
each battalion chief choose a regional or national initiative by March 31, 2005
and completed by December 31, 2005
3. Improve our overall
marketing and public relations.
Have
the fire chief appear in monthly Public Relations release or training video each
month during 2005.
Continue to expand the availability of the Safety Town Project to our community,
with a target of two occasions per month, plus a monthly report identifying
activities.
Consistently submit press releases in cooperation with the Township Public
Relations Director.
4. Implement the Union Labor-Management
agreement
A. To
have a signed agreement by January 10, 2005
B. To
have quarterly union-management meetings quarterly to facilitate implementation
of the contract terms: Quarterly meetings by:

5. Implement enhanced FRMS database system
A. Training with key users by December 15th, 2004.
B. Have a quality improvement program for review of fire incidents in place by

C. Establish a procedure to acquire Visio street data from the Warren County
GIS
by March 31, 2005.
D. Implementation of report entry for both fire and EMS from
stations by January 1st, 2005
6. Securing Design and Construction Plans
for Station 59, as well as for Station 57
A. To
compile, review, and establish a floor plan for the new fire station in the
northwest quadrant of the Township. (Although the facility
will not be constructed in 2005, this information will benefit
the Twp by having an approved plan with which to move forward,
when the decision is made). Preliminary plan by July 31, 2005
B. Acquire land for station 59 by August 31, 2005
C. To develop
floor plan for the station 57 renovation project design by July 31, 2005.
7. Utilization of the training simulators at the station
A. To conduct
maze-training for all personnel by June 30, 2005
B. To conduct roof simulator training for all personnel by Oct.

C. To conduct hose
evolution training for all personnel by Dec. 31, 2005
8. To assist the Township with inputs into the replacement process for
the Fire Chief
A.
Have the chief present an outline of a preliminary replacement process with an
outline of options and alternatives to the Administrator and Trustee Board
by Feb. 28, 2005
B.
Have direction from the Township administrator and board by March 30th, 2005
regarding their preference among the following:
1. Direct appointment without competition
2. Search process from within the department
3. Regional search process
4. National search process
C.
Have the chief work with the Human Resources Director and the Township
Administrator to design a selection process and have ready for Trustee Board
Approval by May 31,2005
D. Complete the process so that the successor can be chosen and appointed by
the Board of Trustees by November 31,2005
E. Assist the Human Resources Director so that successor can be on board by
December 30, 2005
9. Landscaping maintenance service at all facilities
Invest
in landscaping work at all of our facilities to an appropriate standard, to
project a positive image to the public, by April 30, 2005
10. Turnout Gear Replacement
A. To
continue the comprehensive maintenance program (which has helped increase
the longevity of our gear) throughout
2005
B. Immediate purchase of 20 sets of turnout gear by December 24,
2004
C. Purchase 80 sets of turnout gear, or the
quantity authorized, if Federal Grant Funds are
secured for the project, in accordance with the timeline dates in the Grant
(Grant announcement expected by March 31,
2005)
11. Review of supplemental revenue sources, such as EMS billing
A. To work to improve collections for EMS billing for all persons
treated by Deerfield EMS units by making an effort to get “face sheets” on all
hospital transports. Incentive program in place by February 28, 2005
B. To
investigate
billing for Auto accident cost recovery by May 31, 2005.

information from Clearcreek Township on their MVA Billing Process by Feb. 28th,

2. Meet with the
County prosecutor to determine any legality issues involved in MVA billing in
Townships by March 31, 2005
3. Present
suggested plan if any to Administrator and Board of Trustees by May 31, 2005
4. If feasible and
if approved, launch MVA Billing by June 30, 2005
12. Replacement of Medic 58
A. Specification suggestions to Chief Koch by March 31, 2005
B. Order vehicle by April 30, 2005
C. Vehicle in service by November 30, 2005
D. Designate old Medic 58 as a spare and choose storage location by
Nov. 30, 2005
13. Improve the fitness program for the Deerfield Township Fire Rescue
Department.
A.
Physicals for all personnel by December 31, 2004
B.
Implement a program that establishes a baseline of fitness for all
employees by March 31, 2005.
C.
Obtain information on the Westchester program and present at an Officer’s
meeting by March 31, 2005.
D.
Investigate the best option for compliance with Ohio
Administrative Code 4123:01, Section O, item 3 requiring
medical certification for members who may use respiratory protection.
14. Continue to
improve internal communications within the DTFRD, both horizontally and
vertically.
A.
Publish minutes of ALL officer meetings throughout the year in 2005.
B.
Offer e-mail and computer training to all new and existing members (as
needed) on the department on a quarterly basis, such that four (4) sessions are
completed by March 31, June 30, September 30, and December 31, 2005.
C.
Install in apparatus bays and utilize electronic billboards to
disseminate information by Sept. 30, 2005.
D.
Ensure electronic data is the same at each Township facility by January
31, 2005.
E.
Ensure the same computer access, regardless of station assignment, by
January 31, 2005.
15. Improve overall
mobile data management.
A.
Have the first Mobile Data Computer in a DTFR vehicle by Dec. 31, 2005.
B.
Update the completed plan to store pre-plans electronically by June 30, 2005
C.Establish a procedure to acquire Visio street data from the Warren County GIS
Department by March 31, 2005.
16.
Assure the proper levels of service are being provided to Deerfield Township
residents, businesses, and visitors.
A.
Again review interstate response policies for the most appropriate
apparatus by March 31, 2005.
B.
Review the response policy to identify the best way to distribute
available staffing among the three stations by Dec. 15, 2004
C.
Analyze the data from the EMS response study conducted in 2004 and
implement any changes dictated by the study results by January 1, 2005

Make minimum and maximum staffing close to each other effective Jan. 1.

17. Improve
primary unit response time to emergencies.
Identify a reasonable, yet attainable, response time standard for crews to
deploy to emergency calls by April 30, 2005.

conjunction with our ongoing continuing education program.

20. Improve our
fire hydrant status.

Fully comply with our agreement to accompany Warren County Water Works
technicians on hydrant maintenance routes.

Continue a hydrant numbering program in conjunction with the Fire Records
Management System to identify all new Deerfield Township hydrants by February
28, 2005.
C.
Continue to contact Warren County each month to verify maintenance of
hydrants.
D.
Identify which of our new hydrants are public and which are private by
April 30, 2005.
21. Maintain a vigorous fire company inspection program.
A.
Publish inspection assignments by the 15th of each preceding
month; January 1, 2005 through December 15, 2005.
B.
Company 56 monthly inspection assignments completed by the first of the
next month, February, 2005 through January, 2005.

22. Personnel Recognition
A.
Appoint a new person to oversee our awards program by Jan. 15, 2005.

Decide on whether to maintain a monthly awards program or to provide
recognition as meritorious events arise, by Jan 31, 2005

Depending on the decisions in items A. and B, conduct the awards program during
2005.
23. Place an emphasis on fire-incident planning for major
industries, hotels, office buildings and other significant properties in
Deerfield Township.

Each company will complete a thorough pre-incident plan each month and
coordinate with Russ Creager for each business drawing:

Assign all available pre-plans to each station, each month in 2005.

Complete a draft and return it within one month of receipt.

24. Improve the inoculation status of our personnel.

Manage other issues related to infection control each month during 2005.
25.
Complete annual testing of ladders, pumps, and hose

Below
is a summary of all issues and concerns obtained from departmental members
during our retreat/ goal setting sessions. Where possible, specific actions on
the suggestions are contained in the annual goals above. ALL of the items will
be considered as we conduct operations during 2005, although our ability to
fully some ideas may be limited by their practicality, or by external factors
beyond the control of the fire rescue department.
