Special Meeting                                

Trustee Corey opened the meeting at 6:35 p.m.  Trustee Speidel was present.  Also present were Kristin Spiekerman, the Fiscal Officer, Dan Evers, Administrator, Tom Swope, Law Director and Nick Nelson, Warren County Auditor.  Trustee Romano was absent with prior notice due to business.

 This meeting was held at the request of the Chestnut Hills Subdivision residents regarding street assessments in their development.

 Trustee Corey outlined the format of the meeting for the residents.

 Mr. Swope outlined the special assessment financing process.

 The Board responded to questions by the residents.**

 Mr. Evers addressed the residents with regards to the special assessments. A discussion followed.

 A motion by Trustee Speidel and second by Trustee Corey to take a recess.  Motion carried unanimously.

 A motion by Trustee Corey and second by Trustee Speidel to return to session.  Motion carried unanimously.

 Trustee Corey requested and received opinions on the issue from Tom Swope, Nick Nelson and Dan Evers. 

 The following residents gave public comment.

 Bob Lambert, 3954 The Ridings, questioned the Board regarding bonds issued with respect to the special assessments.

 Steve Kraus, 4805 Classic Turn Lane, questioned the sale of the bonds and the legalities of the bonds issuance.

 Carl Shurtleff, 835 Medallion Way, questioned the bonds issuance.

 Beth Woodhead, 4735 Medallion Way, questioned the validity of the petition to issue the special assessments.

 Sky Sheby, 4749 English Pleasure, addressed the validity of the petition.

 Scott Gillispie, 4723 Medallion Way, addressed the assessments with respect to the manner in which the purchasers were notified.

 Beth Woodhead spoke again.

 Beth Woodhead, 4735 Medallion Way, and Audrey Doucette, 4742 Homestretch Lane, questioned if the assessment can be frozen until the issue is resolved.   

 Tom Canning, a partner of Meridian Land Group, responded to the residents with regards to the land sale.

 Further discussion ensued between the Board, the residents and Mr. Canning.

 Jeff Studebaker, 4758 Medallion Way, questioned the Board with regards to availability of information relative to the special assessments.

 Megan Wedding (address not provided) requested that the special assessments be frozen until the issue is resolved. 

 Doug Bryant, Classic Turn Lane, responded to questions presented by Ms. Wedding.

 Debbie Smith, 4905 Chestnut Hill, addressed the Board regarding meeting with the developers of the Chestnut Hill Community.

 Further discussion ensued with the Board, the Law Director and the residents.

 Steve Kraus, 4805 Classic Turn Lane, addressed the Board regarding the issuance of the Bonds.

 The Board and the Law Director responded.

 The residents requested a date for another meeting when the Township will have the information they are requesting.

 Mr. Evers, the Administrator, responded to this request.

 The Board responded to further questions of the residents.

 A motion by Trustee Corey and second by Trustee Speidel to adjourn the meeting at 10:00 p.m.  The motion carried unanimously.
