Regular Meeting
Trustee Corey called the meeting to order at 6:30 p.m. Trustee Speidel was present. Trustee Romano was absent with prior notice. Also present were Kristin Spiekerman, the Fiscal Officer, Dan Evers, Administrator and Tom Swope, Law Director.
Trustee Speidel led the Pledge of Allegiance.
Public Comment
Galen Steele, 9470 Meadow Trail, spoke about the speed limit on his street and safety issues associated with the St. Margaret of York Festival.
Lonnie and Lill Morris, 9136 Cedar Drive, spoke about a zoning permit application for a property near their property.
Bebe Buchanan, 3975 Old Carriage Court, spoke about signs in the right-of-way.
Executive Session
A motion by Trustee Speidel and second by Trustee Corey to enter executive session to discuss personnel hiring. Motion carried.
A motion by Trustee Speidel and second by Trustee Corey to return to regular session. Motion carried.
Fiscal Officer – Kristin Spiekerman
A motion by Trustee Corey and second by Trustee Speidel to approve Warrants Number 48640 through 48656. Motion carried.

Community Development
Hayfaa Wadih, Planning Analyst, presented Case Number 2006-278 Stage 2 Preliminary Site Plan and Stage 3 Final Detailed Site Plan Crème de la Crème.
David Wright, with Duke Realty, presented the applicant portion of the request.
A motion by Trustee Speidel and second by Trustee Corey to approve Case Number 2006-278 Stage 2 Preliminary Site Plan application for the subject property subject to the sixteen (16) conditions as recommended by the Zoning Commission. Motion carried.
A motion by Trustee Speidel and second by Trustee Corey to approve Case Number 2006-278 Stage 3 Final Detailed Plan application for the subject property subject to fifteen (15) conditions as recommended in the staff report. Motion carried.
Public Works
A motion by Trustee Corey and second by Trustee Speidel to approve Resolution Number 2006-55 A Resolution Accepting Public Streets for Maintenance and Setting Speed Limits on Arbor Square Drive and Arbor Square Way in Arbor Square Drive Lot 14, Deerfield Township, Ohio and Dispensing with the Second Reading. Motion carried.
A motion by Trustee Corey and second by Trustee Speidel to approve a payment to Silver Hawke Construction in the amount of $129,723.95 from the 2003B TIF. Motion carried.
A motion by Trustee Speidel and second by Trustee Corey to approve the new cemetery
rate as highlighted on the attached rate schedule. Motion carried.

Parks Department
A motion by Trustee Corey and second by Trustee Speidel to approve the purchase of a 2006 Ford F-150 from Fairfield Ford at a price of $20,978.50. Motion carried.
Fiscal Officer – Kristin Spiekerman
A motion by Trustee Corey and second by Trustee Speidel to increase Jennifer Wagner’s pay from $16.00 per hour to $17.00 per hour beginning on July 30, 2006 due to a pay adjustment reflective of a promotion. Motion carried.
A motion by Trustee Corey and second by Trustee Speidel to increase Susan Secrist’s pay from $16.46 per hour to $17.46 per hour beginning on July 30, 2006 due to a pay adjustment. Motion carried.
Community Development
A motion by Trustee Corey and second by Trustee Speidel to authorize Hayfaa Wadih and Lois McKnight to attend the Storm Water Best Management Practices Seminar sponsored by CDS Associates in Blue Ash on August 10, 2006. Motion carried.
A motion by Trustee Corey and second by Trustee Speidel to authorize Hayfaa Wadih’s attendance at the 4th Annual Water Quality Symposium sponsored by the Little Miami River Partnership on August 25, 2006 at Wilmington College; expenses not to exceed $400. Motion carried.
A motion by Trustee Corey and second by Trustee Speidel to authorize Ronnie Caldwell’s attendance at the quarterly meeting of the Ohio Code Enforcement Official Association on August 24, 2006 at a cost of $25. Motion carried.
Fire Department
A motion by Trustee Corey and second by Trustee Speidel to approve Captain Jenkins, Lt. McElroy, FF/Medic Waldbillig and FF/Medic Todd attending the 2006 Columbus Fire Department Fire Officer Tactics and Strategies Seminar on August 24 and 25, 2006 in Columbus, Ohio at a total cost of $780. Motion carried.
Public Works
A motion by Trustee Corey and second by Trustee Speidel to appoint Robert Eric Reiners to the position of Public Works Project Manager at an hourly rate of $18.25 per hour plus PERS retirement pension pick-up and full insurance benefit coverage approximately thirty (30) days from his start date which will be determined upon Board approval of hiring. Motion carried.

A motion by Trustee Corey and second by Trustee Speidel to enter executive session to discuss personnel compensation. Motion carried.
A motion by Trustee Corey and second by Trustee Speidel to return to regular session. Motion carried unanimously.
