Regular Meeting
September 5, 2006
Trustee Romano called the meeting to order at 6:40 p.m. All members of the Board were present. Also present were Dan Evers, Administrator and Tom Swope, Law Director. The Fiscal Officer, Kristin Spiekerman, was absent with prior notice.
Trustee Corey led the Pledge of Allegiance.
Presentations
Mimi McCain was sworn in by Trustee Romano as Deerfield Township’s first representative on the Mason Public Library Board.
A motion by Trustee Romano and second by Trustee Corey to approve a Proclamation granting Eruv Domain rights within Deerfield Township for the purpose of carrying on the Sabbath and other Jewish Holy Days in accordance with the Orthodox Jewish Law. On roll call: Trustee Romano – yes, Trustee Corey – yes, Trustee Speidel – no. Motion carried.

A motion by Trustee Romano and second by Trustee Speidel to approve Purchase Orders Number 10599, 10601 and 10603 and Super Blankets Number 20675-4, 20754-3, 20763-3 and 20759-3. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Speidel to approve Warrants Number 48835 through 48900. Motion carried unanimously.

Community Development
A motion by Trustee Romano and second by Trustee Speidel to deny Case Number 2006-400 Modification to Approved Plans for the Performance Mitsubishi dealership request for a second ground mounted sign based on the need for consistency in signage for the entire Kings Auto Mall development and the general aesthetics of the surrounding area. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Speidel to approve Resolution 2006-59 A Resolution Providing For and Authorizing Weed Cutting at 9876 Maple Drive, Deerfield Township, Declaring a Nuisance, Dispensing with the Second Reading and Declaring an Emergency. Motion Carried.

A motion by Trustee Romano and second by Trustee Corey to approve FF/EMT Chris Elliott attending the 2006-2007 Raymond Walters Paramedic Training Program at a cost of $4,300 with no additional costs. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Corey to approve FF/EMT Brad Crowthers’ OTR for reimbursement of $2,150 (50% of the cost) for his enrollment in the 2006-2007 Bethesda Paramedic Training Program. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Corey to approve FF/EMT Andrew Burwinkel attending the 2006-2007 Raymond Walters Paramedic Training Program at a cost of $1,075 with no additional costs. Motion carried unanimously.
Fire Department
A motion by Trustee Romano and second by Trustee Corey to approve the Fire Department application for the Loeb Grant for the purpose of obtaining a Mobile Data Computer and installation hardware to be used in department apparatus, as well as two MARCS portable radios and accessories at a total estimated cost of approximately $15,000. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Speidel to approve the renewal agreement to purchase 5,000 gallons of propane fuel from Ferrellgas at a fixed price of $1.759 per gallon at a cost of $8,795 plus a $36 processing fee. Motion carried unanimously.
Administration
A motion by Trustee Romano and second by Trustee Corey to approve Resolution 2006-60 A Resolution Declaring Real Property Surplus to the Park and Recreational Needs of the Deerfield Township Board of Trustees and Approving the Auction and Sale of the Twenty (20) Acre Socialville-Foster Road Property. On roll call: Trustee Romano – yes, Trustee Corey – yes, Trustee Speidel – abstain. Motion carried.
Public Works
A motion by Trustee Romano and second by Trustee Speidel to approve payments as follows as they relate to the Irwin Simpson roadway improvements project for easements and temporary right-of-way: Losh Family Limited Partnership, $21,077; Charleston Park HOA, $3,018; Stephanie Norden, $1,154. Motion carried unanimously.
Community Development
A motion by Trustee Romano and second by Trustee Speidel to authorize the Township Administrator to execute the Reciprocal Access Easement Agreement on behalf of Deerfield Township for the construction, maintenance and use of an access road between the Twenty Mile Green condominium development and the existing traffic signal at Townsley Drive. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Corey to take a five minute break. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Speidel to return to regular session. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Speidel to not request a hearing on the issuance of a liquor permit for El Toro of Mason, Inc., dba El Toro, 2424 Kings Mills Road, Deerfield Township. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Speidel to not request a hearing on the issuance of a liquor permit for Walmart Stores East LP dba Walmart Supercenter 1441, 8775 S. Mason Montgomery Road, Deerfield Township. Motion carried unanimously.
Approval of Minutes
A motion by Trustee Romano and second by Trustee Speidel to approve the minutes from July 5, 2006 regular meeting, July 13, 2006 special meeting, July 18, 2006 regular meeting and August 1, 2006 regular meeting as presented. Motion carried unanimously.
Consent Agenda
A motion by Trustee Romano and second by Trustee Speidel to approve all items of the consent agenda including professional development for Mr. Caldwell. Motion carried unanimously.
Executive Session
A motion by Trustee Romano and second by Trustee Speidel to enter Executive Session to discuss real estate. Motion carried unanimously.
