Regular Meeting
Trustee Corey called the meeting to order at 6:30 p.m. Trustee Speidel was present. Also present were Kristin Spiekerman, the Fiscal Officer, Dan Evers, Administrator and Tom Swope, Law Director. Trustee Romano was absent with prior notice.
Trustee Speidel led the Pledge of Allegiance.
Presentation
Brent Lawyer, Mental Health Recovery Services of Warren and Clinton Counties, gave a presentation regarding their tax levy renewal.
Fiscal Officer – Kristin Spiekerman
A motion by Trustee Corey and second by Trustee Speidel to approve Super Blanket Number 20750. Motion carried.
A motion by Trustee Corey and second by Trustee Speidel to approve Warrants Number 48901 through 48999. Motion carried.
Public Comment
Janice Wall, 9578 Birch Drive, spoke about a township purchased property in Loveland Park.
Kay Edwards, 9293 Shore Drive, spoke about a township purchased property in Loveland Park.
Rick Shank, 2016 Locust Road, spoke about a township purchased property in Loveland Park.

Community Development
A motion by Trustee Speidel and second by Trustee Corey to approve Resolution 2006-61 A Resolution Providing For and Authorizing Weed Cutting at 8801 Columbia Road, Deerfield Township, Declaring a Nuisance, Dispensing with the Second Reading and Declaring An Emergency. Motion carried.
Executive Session
A motion by Trustee Speidel and second by Trustee Corey to enter executive session to discuss personnel. Motion carried
A motion by Trustee Corey and second by Trustee Speidel to return to regular session. Motion carried
Community Development
Lois McKnight, Zoning and Development Director, presented Case Number 2006-255 Stage 3 Final Site Plan Review for Kings Meadows.
Todd Etter, with Petro Environmental the applicant, spoke about the development.
Cathy Seigla, 1708 King Avenue, commented about the proposed traffic management and landscaping of the Kings Meadows development.
A motion by Trustee Corey and second by Trustee Speidel to approve Staff Recommendations for Case Number 2006-255 Stage 3 Final Site Plan Part 2 for the improvements to the entry street, Kings Court, for the Greens of Kings Meadows Subdivision subject to the four (4) recommended conditions. Motion carried.
Public Relations
Fran Klatte, Public Relations Director, gave a Deerfield Day report.
Parks
Joel Smiddy, Parks Director, spoke about the need to surplus items from all township departments. He will present the list at a future meeting to get approval for a public auction. The Trustees continued the subject to the work session on September 22.
A motion by Trustee Corey and second by Trustee Speidel to approve administration’s recommendation to proceed with the final plans as designed and to negotiate an amendment to the existing Poggemeyer Design Group contract for the final engineering, surveying and construction drawings. Motion carried.
Public Works
A motion by Trustee Corey and second by Trustee Speidel to award the 2006 sidewalk and curb replacement contract to the low bidder Jackson Construction Inc. for a cost not to exceed $35,000 and authorization for the Township Administrator to sign any applicable documents. Motion carried.
A motion by Trustee Corey and second by Trustee Speidal to award the 2006 street marking contract to the low bidder Kneisel Contracting Corp. for a cost not to exceed $25,000 and authorization for the Township Administrator to sign any applicable documents. Motion carried.
Administration
A motion by Trustee Speidel and second by Trustee Corey to approve the attached revision of Section V.B. Holidays of the Employee Manual. Motion carried.
Approval of Minutes
A motion by Trustee Corey and second by Trustee Speidel to approve minutes of July 28, 2006 work session and August 25, 2006 work session as presented. Motion carried.
Consent Agenda
Community Development
A motion by Trustee Corey and second by Trustee Speidel to authorize Greg Porta, James Klatte and Scott Evans to attend the Friday, October 6, 2006 session of the 16th Annual David J. Allor Planning & Zoning Workshop at the Westin Hotel in Cincinnati, Ohio for a cost of $75 each, $225 total. Motion carried.
Fire Department
A motion by Trustee Corey and second by Trustee Speidel to adjust the hourly rate of pay for FF/Paramedic Craig Coburn to Fire Apparatus Operator from his current rate of $11 (OIC rate $11.75) to his new rate of $11.75 (OIC rate $12.50) effective September 10, 2006. Motion carried.
A motion by Trustee Corey and second by Trustee Speidel to authorize the Township Administrator, Dan Evers, to enter into a contract with the Warren County Combined Health District for Hepatitis B shot series for employees not vaccinated at the cost of the vaccination plus an administrative cost of $5 per shot. Motion carried.
Public Relations
A motion by Trustee Corey and second by Trustee Speidel to authorize Public Relations Director Fran Klatte to attend the November 3, 2006 seminar. Motion carried.
Public Works
A motion by Trustee Corey and second by Trustee Speidel to approve snow and ice control training (through the LTAP Program) for Bill Wallace, Billy Highfill and Dennis Barnes on October 16, 2006. Motion carried.
Reports

The Appropriation Funds and Funds Status Reports are in the meeting packets
Ms. Spiekerman announced the property tax settlement was received.
Executive Session
A motion by Trustee Corey and second by Trustee Speidel to enter executive session to discuss collective bargaining, personnel, personnel hiring, pending and threatened litigation. Motion carried.
