Regular Session

 

Trustee Corey called the meeting to order at 5:40 p.m. Trustee Romano was present. Trustee Speidel was absent with prior notice. Also present were Kristin Spiekerman, the Fiscal Officer, Dan Evers, Administrator and Tom Swope, Law Director.

 

Executive Session

A motion by Trustee Corey and second by Trustee Romano to enter executive session to discuss pending litigation and personnel matters. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Romano to return to regular session. Motion carried unanimously.

 

Trustee Corey led the Pledge of Allegiance.

 

Public Comments

Anita SenGupta, 9820 Bobwhite Place, presented a project from her environmental science high school class.

 

Gil Atkins, Loveland Park, spoke about an easement on his property.

 

Following Board discussion, Mr. Evers noted for the record that it has been represented that the previous owner made representation for certain systems. And, it needs to be noted that that person may not have been the actual owner of that property and may have made promises on behalf of the Loveland Park Homeowners Association without authority.

 

Items to be Removed from the Consent Agenda

The fire department action item will be removed and presented during New Business.

A motion by Trustee Romano and second by Trustee Corey to approve Purchase Orders 10821, 10822, 10824 through 10826 and Super Blankets 20836-2 and 20838-3. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Corey to approve Warrants #50316 through 50405. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Corey to approve Resolution 2007-29 A Resolution Directing Payment of Township Expenses, Declaring an Emergency and Dispensing with the Second Reading. Motion carried unanimously.

 

Board Action – New Business

Community Development

A motion by Trustee Romano and second by Trustee Corey to declare the property at 6915 Lake Chetac, Mason 45040, a public nuisance, pursuant to ORC 505.87 and adopt Resolution 2007.30 A Resolution Providing For and Authorizing the Removal of the High Grass and Weeds Located on 6915 Lake Chetac, Dispensing with the Second Reading and Declaring an Emergency. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Corey to adopt Resolution 2007-31 A Resolution Providing For and Authorizing the Removal of High Grass and Weeds Located on 6417 Sherman Terrace, Dispensing with the Second Reading and Declaring an Emergency. Motion carried unanimously.   

 

A motion by Trustee Romano and second by Trustee Corey to adopt Resolution 2007-32 A Resolution Providing For and Authorizing the Removal of High Grass and Weeds Located on 5430 Walnut Street, Dispensing with the Second Reading and Declaring An Emergency. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Corey to take a break. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Romano to return to regular session. Motion carried unanimously.

 

Items Removed from the Consent Agenda

A motion by Trustee Romano and second by Trustee Corey to take agenda item 7A1 (Fire Department Exmark mower purchase). Motion carried unanimously.

 

Parks

A motion by Trustee Romano and second by Trustee Corey to authorize the Township Administrator to execute a contract with Poggemeyer Design Group, Inc. for professional services at Kingswood Golf Course at a cost of $22,200. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Corey to authorize surplus of the attached list of items with the exception of excluding item #36 from Kingswood Golf Course and authorize the Township Administrator to negotiate/execute a contract with Worley Auctioneers for professional services at Kingswood Golf Course. Motion carried unanimously.

 

Public Works

A motion by Trustee Romano and second by Trustee Corey to approve Resolution 2007-33 A Resolution Assigning the Public Maintenance Responsibilities For Irwin-Simpson Road From Butler-Warren Road to Mason-Montgomery Road, to the Warren County Engineer’s Office. Motion carried unanimously.

 

Administration

A motion by Trustee Romano and second by Trustee Corey to approve Resolution 2007-34 A Resolution Establishing the Riverview of Landen Lighting District, Dispensing with the Second Reading and Declaring an Emergency. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Romano to authorize the Fiscal Officer to enter into a reimbursement agreement with the developer of Riverview of Landen Lighting District. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Romano to approve Resolution 2007-35 A Resolution Authorizing and Approving an Amendment to the Fifth Supplemental Trust Agreement Securing Tax Increment Revenue. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Romano to authorize the Township Administrator, Dan Evers, to represent the Board of Trustees in entering into the Fifth Supplemental Agreement and to refunding the obligation of the subsequent obligation. Motion carried unanimously.

 

Approval of Minutes

A motion by Trustee Corey and second by Trustee Romano to approve the meeting minutes of April 17, 2007 as presented. Motion carried unanimously.
