Regular Session

 

Trustee Corey called the meeting to order at 6:30 p.m. Trustee Romano was present. Also present were Kristin Spiekerman, the Fiscal Officer, Dan Evers, Administrator and Tom Swope, Law Director. Trustee Speidel was not present.

 

Trustee Romano led the Pledge of Allegiance.

 

Public Comment and Presentations

Fire Chief Nathan Bromen introduced Kyle Hess. Trustee Corey swore in Kyle Hess with the Firefighter’s Oath in the position of Firefighter/Paramedic.

Fiscal Officer

A motion by Trustee Romano and second by Trustee Corey to approve Super Blankets #20819-3, 20821-4, 20836-6, 20846-3, 20850 and 20851; Purchase Orders #10640-5, 10651-4, 10722-2, 10868-2, 10905, 10909, 10910, 10918, 10919, 10921, 10922, 10925, 10865-2 and 10926. Motion carried.

 

A motion by Trustee Romano and second by Trustee Corey to approve Warrants #51486 through 51587. Motion carried.

 

A motion by Trustee Corey and second by Trustee Romano to approve Resolution 2007-71, A Resolution Accepting the Amounts and Rates as determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying Them to the County Auditor. Motion carried.

 

A motion by Trustee Corey and second by Trustee Romano to approve Resolution 2007-72, A Resolution Authorizing the Issuance of Not to Exceed $13,406,000 of Various Purpose Renewal Notes, Deerfield Township, Ohio, Declaring An Emergency and Dispensing with the Second Reading. Motion carried.

 

A motion by Trustee Corey and second by Trustee Romano to approve Resolution 2007-73 A Resolution Authorizing the Issuance of $3,002,400 of Various Purpose Renewal Notes, Deerfield Township, Ohio, Declaring an Emergency and Dispensing with the Second Reading. Motion carried.

 

A motion by Trustee Corey and second by Trustee Romano to approve Resolution 2007-74 A Resolution Authorizing the Issuance of Not to Exceed $16,408,400 of Various Purpose Renewal Notes, Deerfield Township, Ohio, Declaring an Emergency and Dispensing with the Second Reading. Motion carried.

 

A motion by Trustee Romano and second by Trustee Corey to authorize the Fiscal Officer to pay the debt service payments due for the Deerfield Township Series 2004 Bonds in the amount of $88,821.25 and for the Deerfield Township Road Improvement Special Assessment Bonds, Series 2005 in the amount of $66,200. Motion carried.

 

A motion by Trustee Romano and second by Trustee Corey to approve Resolution 2007-75 A Resolution Reconciling Budgets and Transferring Funds Dispensing with the Second Reading and Declaring an Emergency and Transferring $772,576.32 from the General Fund to the Debt Service Fund and Transferring $225,362.50 from the Fire Fund to the Debt Service Fund. Motion carried.

Board Action – New Business

Community Development

Lois McKnight, Community Development Director, presented and led a discussion on the Fields Ertel Corridor Update. The Trustees asked Ms. McKnight to prepare an introduction and summary of the Fields Ertel Corridor Update for their signature that will preface the study.

 

A motion by Trustee Corey and second by Trustee Romano to accept the Fields Ertel Road Corridor Study as presented by McBride Dale Clarion. Motion carried.

 

Public Relations

A motion by Trustee Romano and second by Trustee Corey to accept the bid from Stith Graphics to design the Digest at a cost of $480 per issue; to accept the bid from Milford Printing to print the Digest at a cost of $1,986 per issue; to accept the bid from Beuke Printing and mailing to address and mail the Digest at a cost of $415 per issue (excluding postage). Motion carried.

 

Parks Department

A motion by Trustee Corey and second by Trustee Romano to accept the memorial tree donations for Cottell Park and Fleckenstein Park as described in the letters from Debbi Kerrigan and Anna Lovekin. Motion carried.

 

Fire Department

Chief Bromen announced approval of the Loeb Foundation 2007 Grant notification for $15,000.

 

A motion by Trustee Romano and second by Trustee Corey to accept the Loeb Foundation 2007 Grant. Motion carried.

 

A motion by Trustee Romano and second by Trustee Corey to allow the Fire Department to apply for the 2007 Fire Act Prevention Grant for the purpose of securing a fire extinguisher training aid tool including a 5% matching requirement. Motion carried.

 

A motion by Trustee Corey and second by Trustee Romano to authorize the purchase of six (6) laptop computers, either Lenova T61 models or Dell D630 models, with software and accessories at a cost of approximately $1,600 each for a total of approximately $10,600, from the lowest responsible vendor as determined by the Township Administrator. Motion carried.

 

A motion by Trustee Corey and second by Trustee Romano to authorize the continuation of Township personnel on the USAR (Urban Search and Rescue) Team and to authorize the Township Administrator to execute all documentation necessary with the Memorandum of Understanding. Motion carried.

 

Administration

A motion by Trustee Romano and second by Trustee Corey to adopt Resolution #2007-76 A Resolution Declaring Personal Property as Surplus, Approving an Auction Sale of Motor Vehicles and Waiving a Second Reading. Motion carried.

 

A motion by Trustee Corey and second by Trustee Romano to approve the payment of $8,469.22 to Matt Pulfer for military leave hours from 2001 through 2007 which were unpaid and to restore forty (40) hours of Comp Time to his Comp Time bank for hours of Comp Time taken when on military leave. It is recommended that this payment be included in payroll calculations for Pay Period #24 which will be paid on Friday, November 23, 2007. Motion carried.

 

A motion by Trustee Romano and second by Trustee Corey to approve the purchase of exchange server hardware, software and 48 exchange CALs from E-Technologies ($12,000), GIS software from ESRI ($6,080), GIS server from E-Technologies ($6,654) and an HP plotter/copier/scanner from Hewlett Packard ($20,305). Motion carried.

 

A motion by Trustee Corey and second by Trustee Romano to approve the purchase of a 2007 Ford Explorer XLT from 32 Ford in an amount of $23,659. Motion carried.

Executive Session

A motion by Trustee Corey and second by Trustee Romano to enter executive session to discuss personnel matters. Motion carried.
