January 26, 2007                          

Trustee Corey called the meeting to order at 1:00 p.m. All members of the Board were present. Also present were Dan Evers, Administrator and Tom Swope, Law Director. The Fiscal Officer, Kristin Spiekerman, was absent with prior notice.

Trustee Speidel led the Pledge of Allegiance.

A motion by Trustee Corey and second by Trustee Speidel to appoint Susan Secrist to take the minutes. Motion carried unanimously.

Fiscal Officer – Kristin Spiekerman

A motion by Trustee Romano and second by Trustee Speidel to approve Purchase Orders #10760, 10762 through 10764, 10767 through 10769. Motion carried unanimously.

A motion by Trustee Corey and second by Trustee Speidel to approve Warrants #49677 through 49717. Motion carried unanimously.

A motion by Trustee Romano and second by Trustee Speidel to adopt Resolution 2007-06 A Resolution Directing Payment of Township Expenses, Declaring an Emergency and Dispensing with the Second Reading. Motion carried unanimously.

A motion by Trustee Corey and second by Trustee Speidel to authorize the Fiscal Officer to reimburse Casto (Deerfield Towne Center LLC) $48,836.98 from the General Reserve Fund for the 2006 Fees associated with providing a Letter of Credit for the 2003-B TIF. Motion carried unanimously.

Administration

Dan Evers led a discussion on the creation of three internal operations improvement committees. The committees are in the following areas: employee handbook, cellular phone service contracts and consolidated purchasing.

A motion by Trustee Speidel and second by Trustee Corey to authorize the Township Administrator to execute an agreement between Deerfield Township and Standard Insurance Company for life and AD&D coverage for employees effective February 1, 2007. Motion carried unanimously.

Community Development

Lois McKnight, Community Development Director, updated the Board on the Comprehensive Plan selection process.

A motion by Trustee Speidel and second by Trustee Corey to take a break. Motion carried unanimously. 

A motion by Trustee Speidel and second by Trustee Corey to return to session. Motion carried unanimously.

Fire Department

Chief Nathan Bromen led a discussion on fire levy options.

Executive Session

A motion by Trustee Corey and second by Trustee Speidel to enter executive session to discuss pending litigation. Motion carried unanimously.
