Regular Meeting 

Trustee Corey called the meeting to order at 6:35 p.m. Trustee Speidel led the Pledge of Allegiance. All members of the Board were present. Also present were Kristin Spiekerman, the Fiscal Officer, Dan Evers, Administrator and Tom Swope, Law Director.

Public Comment

Philip Hopper, 2001 Verbena Road, spoke about an easement to drain on his property.

Lonnie Morris, 9136 Cedar Drive, spoke about an easement to drain on his property.

Nancy Forste, 2123 Holly Hock Drive, spoke about property being transferred to the Township.

Fiscal Officer – Kristin Spiekerman

A motion by Trustee Romano and second by Trustee Corey to approve super blankets 20809-2, 20833-2, 20834-2, 20840-2, 20841-2 and purchase orders 10741-2, 10744-2, 10755-2, 10757-2 and 10808. Motion carried unanimously.

A motion by Trustee Speidel and second by Trustee Romano to approve warrants 49947 through 50038. Motion carried unanimously.

Board Action – New Business

Community Development

A motion by Trustee Romano and second by Trustee Corey to adopt Resolution 2007-11 A Resolution Providing for and Authorizing the Removal of the Structually Defective and Unsafe Garage Located on 8260 Snider Road, Dispensing with the Second Reading and Declaring an Emergency. Motion carried unanimously.

A motion by Trustee Corey and second by Trustee Speidel to adopt Resolution 2007-12 A Resolution Providing for and Authorizing the Removal of the Unsafe and Insecure Sign Located on 9956 Escort Drive, Dispensing with the Second Reading and Declaring an Emergency. Motion carried unanimously.

Beth Sullebarger, with Sullebarger Associates Historical Preservation Consultants, presented an overview of the King Mansion nomination to the National Register of Historical Places.

A motion by Trustee Speidel and second by Trustee Corey to authorize the Township Administrator to execute an agreement with Sullebarger Associates to prepare and submit a National Register of Historic Places nomination and Historic Structure Report for the Ahimaaz King house and carriage house. Motion carried unanimously.

A motion by Trustee Corey and second by Trustee Speidel to take a five minute break. Motion carried unanimously.

A motion by Trustee Corey and second by Trustee Speidel to return to session. Motion carried unanimously.

Administration

Commander John Burke, Warren County Drug Task Force, presented a request to the Township for a donation of $25,515. A discussion followed.

A motion by Trustee Romano and second by Trustee Corey to enter Executive Session. Motion carried unanimously.

A motion by Trustee Corey and second by Trustee Speidel to return to regular session. Motion carried unanimously.

The Board discussed a contribution amount to the Warren County Drug Task Force.

A motion by Trustee Romano and second by Trustee Corey to approve a contribution of $51,030 to the Greater Warren County Drug Task Force. On roll call: Trustee Corey-yes, Trustee Romano-yes, Trustee Speidel-no. Motion carried.

Parks Department

A motion by Trustee Speidel and second by Trustee Corey to authorize the Township Administrator to execute a contract with Safe and Sound for security system installation at Kingswood Golf Course and at the Kings Mansion at an installation cost of $4,557.64 as well as a monitoring fee of $15.99 per month. Motion carried unanimously.

A motion by Trustee Romano and second by Trustee Corey to approve Resolution 2007-13 A Resolution Providing for and Authorizing Prizes for the St. Patrick’s Day 5K Trail Run/Walk for the Benefit of Deerfield Township parks, Waiving the Second Reading and Declaring an Emergency. Motion carried unanimously.

Fire Department

A motion by Trustee Speidel and second by Trustee Romano to grant approve for the fire department to apply for the 2007 Ohio EMS Training and Equipment Grant. Motion carried unanimously.

Public Works

A motion by Trustee Corey and second by Trustee Speidel to accept for public maintenance the streets in Rosemont Subdivision, Phases 4, 5 and 6. Motion carried unanimously.

A motion by Trustee Corey and second by Trustee Speidel to authorize the Township Administrator to enter into a contract with Gradient Corporation for specified repairs to Western Row Road in an amount not to exceed $20,000. Motion carried unanimously.

Administration (continued)

A motion by Trustee Corey and second by Trustee Speidel to decline to request a hearing on the issuance of liquor permits for Lone Star Steakhouse & Saloon of Ohio Inc. (dba Lone Star Steakhouse & Saloon), 9890 Escort Drive & Patio. Motion carried unanimously.

A motion by Trustee Corey and second by Trustee Romano to approve Resolution 2007-14 A Resolution Providing for and Authorizing the Reimbursement of Letter of Credit Fees to Deerfield Towne Center, LLC for the Year 2007, Dispensing with the Second Reading and Declaring an Emergency. Motion carried unanimously.

Approval of Minutes

A motion by Trustee Speidel and second by Trustee Romano to approve the March 6, 2007 Trustee meeting minutes. Motion carried unanimously.

Reports

The financial statements were presented in the meeting packet.
