Regular Meeting
Trustee Corey called the meeting to order at 6:35 p.m. All members of the Board were present. Also present was Dan Evers, Administrator and Tom Swope, Law Director. The Fiscal Officer, Kristin Spiekerman, was absent with prior notice.
Trustee Romano led the Pledge of Allegiance.
Public Presentation
Winners of the 2007 Deerfield Township Community Art Show were recognized.
Public Comment
Bebe Buchanan, 3975 Old Carriage Court, spoke about signage.
Tim Hershner, 8576 Lake Chetac Drive, spoke about properties with high weeds.
A motion by Trustee Speidel and second by Trustee Corey for Peggy Wheeler to take minutes. Motion carried unanimously.

A motion by Trustee Romano and second by Trustee Corey to approve Super Blankets 20822-2, 20841-3 and 20846; Purchase Orders 10771-3, 10813 through 10820. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Corey to approve Warrants 50266 through 50315. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Corey to approve Resolution 2007-024 A Resolution Directing Payment of Township Expenses, Declaring an Emergency and Dispensing with the Second Reading. Motion carried unanimously.
Board Action – New Business
Community Development
Ronnie Caldwell, Code Enforcement Officer, presented a public nuisance issue at 9560 Miami Drive.
Paul Polly, 9494 Butler Warren road, reported clean up process at the property. The Board suggested that Mr. Polly continue to work with Mr. Caldwell.
A motion by Trustee Romano and second by Trustee Corey to declare the property at 9560 Miami Drive, Loveland, OH 45140 a public nuisance pursuant to ORC 505.86 and adopt Resolution 2007-25 A Resolution Providing For and Authorizing the Removal of the Structurally Defective and Unsafe Structure and All Debris Located on 9560 Miami Drive, Dispensing with the Second Reading and Declaring an Emergency. Motion carried unanimously.
Hayfaa Wadih, Urban Planning Analyst, presented Case #2007-097, Stage 2 Preliminary Site Plan Review and Stage 3 Final Detailed Plan.
Shannon Cathey, Ben Hurst and Mark Maciegewski, all with Bayer Becker, spoke about the project.
A motion by Trustee Speidel and second by Trustee Corey to approve the modifications to the approved Stage 3 Final Detailed Plan for the Deerfield Village Townehomes, Case #2007-164, subject to the five conditions as recommended in the staff report, modifying condition #3 to read: “The additional walls along Wilkins Boulevard are approved as submitted.” Modifying condition #4 to read: “The entry markers at Commonwealth and Wilkens are approved as submitted”. Motion carried unanimously.
A motion by Trustee Corey and second by Trustee Romano to take a five minute break. Motion carried unanimously.

Administration
A motion by Trustee Speidel and second by Trustee Romano to approve the lease with Guy Ashmore dba Deerfield Township Farmer’s Market and authorize the Township Administrator to execute the lease. Motion carried unanimously.

Hayfaa Wadih presented Case #2007-097 Stage 2 Preliminary Site Plan Review and Stage 3 Final Detailed Plan for Khosla Office Building.
Bob Rothert, the applicant, spoke on the project.
A motion by Trustee Romano and second by Trustee Speidel to approve Case #2007-097, Stage 2 Preliminary Site Plan application for the subject property (Khosla Office Building), subject to the fourteen (14) conditions recommended by the Zoning Commission. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Corey to approve Case #2007-097, Stage 3 Final Detailed Plan application for the subject property (Khosla Office Building), subject to twelve (12) conditions recommended by the Staff Report. Motion carried unanimously.
Hayfaa Wadih presented Case #2007-120, Stage 3 Final Detailed Plan for Petsmart on part of Lot 16 in Arbor Square.
Craig Kolb, with Terra Firma, and a representative from PetSmart spoke for the applicant.
A motion by Trustee Speidel and second by Trustee Corey to approve Case #2007-120, Stage 3 Final Detailed Plan application for the subject property, subject to thirteen (13) conditions as recommended in the Staff Report with a modification to Condition #4: The developer will submit a letter demonstrating compliance with the Simpson Creek Watershed Matrix. Motion carried unanimously.
A motion by Trustee Speidel and second by Trustee Romano to approve the proposed contract and scope of services between Deerfield Township and McBride Dale Associates, Inc. dba McBride Dale Clarion and authorize the Township Administrator to execute the contract and all associated documents. Motion carried unanimously.
A motion by Trustee Speidel and second by Trustee Corey to authorize Resolution 2007-026 A Resolution Establishing a Temporary Development Moratorium Within the Fields Ertel Road Corridor, Dispensing with the Second Reading and Declaring an Emergency. Motion carried unanimously.

Parks
Joel Smiddy, Parks Director, presented plans on Fleckenstein Park improvements and requested the Board to approve advertising for bids.
A motion by Trustee Speidel and second by Trustee Corey to authorize the Township Administrator to advertise for bids for the Fleckenstein Park improvement plans. Motion carried unanimously.
Fire Department
A motion by Trustee Romano and second by Trustee Speidel to enter into an annual maintenance contract/extended warranty with Zoll Medical Corporation to provide semi-annual service and testing on all department Zoll monitor/defibrillators at a cost of $10,728. Motion carried unanimously.
Public Works
A motion by Trustee Speidel and second by Trustee Corey to accept the roads in Cherry Brook Subdivision Section One for public maintenance. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Speidel to set the speed limit at 25mph in Rosemont Subdivision, Sections 4, 5 and 6 and approve Resolution 2007-27 A Resolution Accepting Public Streets for Maintenance and Setting Speed Limits on Certain Streets in the Rosemont Subdivision, Deerfield Township, Ohio and Dispensing with the Second Reading. Motion carried unanimously.
Approval of Minutes
A motion by Trustee Corey and second by Trustee Romano to accept the April 3, 2007 regular session minutes and April 10, 2007 special session minutes as presented. Motion carried unanimously.
Consent Agenda
A motion by Trustee Romano and second by Trustee Speidel to approve the attendance of FF Peggy McCleese at the Ohio Fire School on May 7 through May 11, 2007 at Bowling Green State University at a cost of $170 for lodging and travel/meal reimbursement not to exceed $150. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Speidel to approve the attendance of Peggy Wheeler at the Warren County Workforce One Seminar on May 9, 2007 from 9:00 a.m. to 4:00 p.m. for a total cost of $5. Motion carried unanimously.
Reports
Trustee Corey discussed subdivisions being punched out and that he met with the developer of Rhein Interests regarding Long Cove.
