Trustee Corey called the meeting to order at 6:32 p.m. Trustee Romano and Trustee Speidel was present. Also present were Kristin Spiekerman, the Fiscal Officer and Tom Swope, Law Director.

 

Trustee Speidel led the Pledge of Allegiance.

 

Presentations

Bill Shroder, representing the Warren County Park Board, gave an update on park activities and future plans.

 

A motion by Trustee Corey and second by Trustee Speidel to take a break. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Speidel to return to regular session. Motion carried unanimously.

 

There were no public comments.

 

Items to be Removed from Consent Agenda – None

Fiscal Officer – Kristin Spiekerman

A motion by Trustee Speidel and second by Trustee Corey to approve Super Blanket #20806-3 and Purchase Orders #10214-9, 10890, 10891, 10893 through 10896. Motion carried unanimously.

 

A motion by Trustee Speidel and second by Trustee Corey to approve Warrants #51263 through 51354. Motion carried unanimously. 

 

A motion by Trustee Romano and second by Trustee Corey to approve the TIF payment of $1,081.25 to RBC Capital Markets, Inc. from the General TIF/General Reserve Fund. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Corey to authorize the Fiscal Officer, Kristin Spiekerman, to pay Kings Local School District second half TIF school payment of $191,383 from the appropriate TIF fund as determined by the Fiscal Officer. Motion carried unanimously.

 

Board Action – New Business

Community Development

A motion by Trustee Speidel and second by Trustee Romano to accept the proposals from McBride Dale Clarion to develop new residential zoning district regulations and to develop new commercial zoning district regulations at documentation necessary to complete the projects as outlined on the attached proposals. Motion carried unanimously.

 

Parks

A motion by Trustee Speidel and second by Trustee Corey to accept the proposal from U.S. Communities Joint Purchasing Program at a cost of $43,503.82 for the shelters and $15,591.42 for the picnic tables and grills and authorize the Township Administrator to execute the agreement and all documentation necessary to complete the purchase. Motion carried unanimously.

 

The Board recognized Charlene Pelfrey, outgoing mayor of Mason, for her service and friendship to Deerfield Township.

 

Public Works

A motion by Trustee Speidel and second from Trustee Romano to accept for public maintenance the streets in Long Cove Section 1-A. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Speidel to accept for public maintenance the streets in Simpson Creek Sections 4, 5 and 6. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Speidel to table the agenda item, Simpson Creek Stormwater Ponds Payment. Motion carried unanimously.

 

Administration

A motion by Trustee Romano and second by Trustee Speidel to not  request a hearing on the application for a D51 liquor permit for Viva Tequila LLC dba El Mezcal, 2424 Kings Mills Road, Deerfield Township. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Speidel to not request a hearing on the application for a D1 liquor permit for Delicio LLC, dba Qdoba Mexican Grill, 5030 Deerfield Boulevard, Deerfield Township. Motion carried unanimously.

 

Minutes for Approval

A motion by Trustee Romano and second by Trustee Speidel to approve the meeting minutes of September 4, 2007. Motion carried unanimously.

 

Consent Agenda

Human Resources

A motion by Trustee Corey and second by Trustee Speidel to approve the attendance of Peggy Monjar at the OHPELRA Fall Seminar being held in Columbus, Ohio on Thursday, November 1, 2007 at a cost of $155 plus mileage. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Speidel to approve the adjusted pay rate for part-time firefighter Angie Troester from $13.63 ($14.38 OIC) to $14.38 ($15.13 OIC) effective with pay period #22 (October 8 through October 20, 2007). Motion carried unanimously.

 

Executive Session

A motion by Trustee Corey and second by Trustee Romano to enter executive session at 7:42 p.m. to discuss pending and threatened litigation. Motion carried unanimously.
