Trustee Corey called the meeting to order at 6:34 p.m. Trustee Romano was present. Also present was Dan Evers, Administrator and Tom Swope, Law Director. Trustee Speidel and the Fiscal Officer Kristin Spiekerman were absent.

 

Trustee Romano led the Pledge of Allegiance.

Presentation

The Board recognized Deputy Don McGlothlin for his exemplary service to the citizens of Deerfield Township as the recipient of the Outstanding Law Enforcement Service Award.

 

Items to be removed from the Consent Agenda – none

 

A motion by Trustee Romano and second by Trustee Corey to appoint Peggy Monjar to take the meeting minutes. Motion carried.

 

Fiscal Officer

A motion by Trustee Romano and second by Trustee Corey to approve Warrants #51425 through 51485. Motion carried.

 

A motion by Trustee Corey and second by Trustee Romano to approve Super Blankets #20804-3 and 20822-4 and Purchase Orders #10651-3, 10745-4, 10748-3, 10749-5, 10750-4, 10898 through 10900. Motion carried.

 

A motion by Trustee Corey and second by Trustee Romano to remove agenda item 3B Resolution Accepting Rates as Determined by the Budget Commission from the agenda. Motion carried.

 

Board Action – New Business

Community Development

Hayfaa Wadih, Urban Analyst, presented the PUD modification for signage at Shoppes of Deerfield South.

 

Dick Schuholz, Property Manager of Shoppes of Deerfield South, spoke on the request.

 

A motion by Trustee Romano and second by Trustee Corey to adopt staff’s recommendation which includes condition #6 that this modification is conditioned upon court approval since the property is subject to a consent decree issued by Warren County Court of Common Pleas, Case No. 04 CV63525. Motion carried.

 

Public Works

A motion by Trustee Corey and second by Trustee Romano to  accept for public maintenance the streets in Walnut Grove, Pauls Pointe, Northridge Village, Hampton Village and Amberwood. Motion carried.

 

A motion by Trustee Corey and second by Trustee Romano to set the speed limit at 25 mph in Sections 1, 2 and 3 of The Reserves of Heritage Pointe and The Estates at Heritage Pointe and approve Resolution 2007-(next sequential number), A Resolution Accepting Public Streets for Maintenance and Setting Speed Limits on Certain Streets in the Rosemont Subdivision, Deerfield Township and Dispensing with the Second Reading. Motion carried.

Fire Department

A motion by Trustee Corey and second by Trustee Romano to authorize the Township Administrator to execute on behalf of Deerfield Township the attached Agreement Regarding Insurance Billing for Emergency Medical Service Runs Made on Mutual Aid Calls. Motion carried.

 

Human Resources

A motion by Trustee Corey and second by Trustee Romano to approve the promotion of Kyle Hess to the Career Firefighter/Paramedic position at the pay rate of $15.40 per hour ($17.60 per hour Lt pay), $38,438.40 per year, plus benefits as outlined in the employee handbook and the current collective bargaining agreement subject to successful completion of background check and drug screening. Motion carried.

 

A motion by Trustee Corey and second by Trustee Romano to approve the hire of Chris Badertscher, Randall Johann, Garrett Murphy, Carlier Smyth and Matthew Young as Fire Department part-time personnel at the rates indicated:

Chris Badertscher, FF/EMT-Basic         @ $9.50 per hr ($10.25per hr OIC rate)

Randall Johann, FF/Paramedic               @ $11.00 per hr ($11.75 per hr OIC rate)

Garrett Murphy, FF/EMT-Basic             @ $9.50 per hr ($10.25 per hr OIC rate)

Carlier Smyth, FF/EMT-Basic                @ $9.50 per hr ($10.25 per hr OIC rate)

Matthew Young, FF/Paramedic              @ $11.00 per hr ($11.75 per hr OIC rate)

Administration

A motion by Trustee Corey and second by Trustee Romano to not request a hearing on the application for a D51 liquor permit for Light Restaurant LLC DBA Light Fusion Tapas, 5955 Deerfield Blvd., Suite 3101; a D5 liquor permit for Red Robin International Inc. DBA Red Robin America’s Gourmet Burgers & Spirits, 5013 Bowen Drive and a C1, C2 and D8 liquor permit for Wild Oats Markets, Inc., DBA Wild Oats Marketplace, 5808 Deerfield Blvd. Motion carried.

 

Minutes for Approval

A motion by Trustee Corey and second by Trustee Romano to approve the meeting minutes for September 18 and September 28, 2007. Motion carried.

 

Consent Agenda

Human Resources

A motion by Trustee Romano and second by Trustee Corey to authorize Public Relations Director Fran Klatte to attend the Web Content Management Conference on December 6 through 7, 2007 in Chicago, IL for a cost not to exceed $1,605. Motion carried.

 

A motion by Trustee Romano and second by Trustee Corey to approve the attendance of FF/Paramedic Chuck Glazerman at the DHS Facility in Cocorro, New Mexico (date dependent on availability) at no course or travel expense. Motion carried.

 

A motion by Trustee Romano and second by Trustee Corey to approve the attendance of Captain Doug Wehmeyer at the National Fire Academy for Analysis of Arson Management on February 10 through 15, 2008 at no course or travel expense and allow for reimbursement of his meal ticket not to exceed $200. Motion carried.

 

A motion by Trustee Corey and second by Trustee Romano to adjourn at 7:19 p.m. Motion carried.
